Abstract

Access to education is a very important problem in development of human resources in Indonesia. The rapid progress in information and communication technology can be alternative to solve this problem. Massive open online courses is one form of elearning, the utilization of information and communication in educational field. This research answers several research questions: 1) How is the design of massive open online courses e-learning system for equitable access to higher education in Indonesia? 2) How is the implementation of massive open online courses e-learning system for equitable access to higher education in Indonesia? 3) How does this massive open online courses e-learning system answer the equitable access problems in  higher education? This project uses research anddevelopment methods with these stages: 1) preliminary studies; 2) product development; and 3) product validation using expert judgement and
product trials.
